Section 1 – Mobile Homes and Lots

  1. All homes must be parked or pulled from the lots under supervision of management. Twenty-four hour written notice must be given prior to moving the mobile home in or out. The tenant must provide the office with a copy of the permit. All mobile homes need to be up to code prior to being moved into the mobile home park. Tenant must show proof.
  2. Any fencing or alterations to the lot must be pre-approved by management. Under no circumstances may such alteration of fencing cross lot lines.
  3. The mobile home must be skirted with management-approved material within the first (30) thirty days in the Park. In the event that a mobile home is moved to the Park during the winter months, skirting must be installed by May 15.
  4. Prior management approval is necessary for a home-based business to be run from your mobile home.
  5. Lots remain under direct control of management. Tenants are expected to maintain their lots in a clean and orderly fashion. Lots that are not properly maintained may be cleaned by management at a rate of $50.00 per hour (not pro-rated). This will be strictly enforced.
  6. All wiring and plumbing has to meet state and city requirements. Homes must be kept in good repair. Broken windows, loose skirting, broken doors, etc. will not be tolerated. Management may issue and order to paint or repair – failure to comply may be grounds for eviction.
  7. Minnesota State Board of Health Regulation # 10966 requires that every mobile home has a fire extinguisher and smoke detectors. Check these on a yearly basis.
  8. Mobile home lots are not transferable. No home may be replaced with another mobile home without written permission from the management.
    Important Notice – Before you sell your mobile home, contact management. It is mandatory for new tenants to complete the application process and be approved prior to purchasing or moving in the home. Under no circumstances should a new tenant move into a mobile home prior to approval.
  9. Construction areas are restricted. Tenant(s), their children or guests are not allowed near construction areas.

Section 2 – Utilities/Lot Yard

  1. If tenant is going to anchor the mobile home, Gopher State One-Call must be called and locates ordered 48 hours before work can begin.
  2. Riverview Mobile Home Park agrees to pay for water and sewer.
  3. Tenant(s) agrees to pay for excessive water usage due to water leaks, broken pipes, pools, washing of vehicles, or other unnecessary excessive water usage.
  4. Heat tape must be installed on water lines and kept in good working order. Burst pipes will result in the water being shut off and excess water charges. A licensed plumber must sign-off on repairs. Any damage to pipes are the sole responsibility of the tenant. Riverview Terrace Mobile Home Park accepts no responsibility.
  5. Tenant(s) is responsible for all electrical charges. All electrical alterations must be made by a licensed electrician and must use rubber-coated, weatherproof cord. All cords must be buried.
  6. Tenant(s) is responsible for telephone, cable, and etc. hookup fees. Satellite dishes need prior approval from management.
  7. Window air-conditioners are not permitted if visible from the road, unless, a trellis or privacy panel is used.
  8. Tenant(s) is responsible for all sewer concerns from the ground up. Call management immediately if you are having sewer problems. Sewer malfunctions will be re-established at Riverview Terrace Mobile Home Park’s expense, unless during repair it is found that rubber goods, sanitary napkins, garbage cellophane or cigarettes being flushed down the tenant’s toilet have caused the clog. In this event, tenant(s) will be charged a $50.00 service fee and will be billed for all labor and materials.
  9. Tenant(s) is responsible for the dumpster area. Only bagged household garbage is allowed in the dumpster and lid must be closed after each use. Tenant(s) caught leaving anything other than household garbage at the dumpsters will receive written warning and/or face possible eviction.
  10. Tenant(s) is responsible for mowing, trimming, fertilizing, weeding and raking your lot’s grass. Tenant(s) will be charged $50.00 per hour if these duties are not performed and management has to hire it done.
  11. Burning barrels or burning receptacles are not allowed in the park. No exceptions!
  12. Flowers may be planted within (2) two feet around the home and patio. All other areas and/or planting trees/shrubs must be pre-approved by management. No decorative blocks, brick planters or any type of permanent structure is to be constructed within (15) fifteen feet of the curb.
  13. Tenant(s) parking area is to be kept clean of mud and dirt.
  14. All awnings, carports, utility buildings and entrances must be pre-approved by Owner. All storage buildings must be placed on a concrete slab or a foundation approved by Owner. Storage buildings must be placed at the rear of the home and must be portable in case of emergencies. All of the above must be kept in good repair.
  15. Only umbrella type clotheslines are permitted and must be taken down and stored when not in use.
  16. Individual playground equipment must be pre-approved by owner. Bikes, swimming pools, etc. must be stored so it is not visible from the street.

Section 3 – Vehicles/Parking/Snow Removal

  1. All vehicles must be registered with management. Tenant(s) have (3) three days to register newly purchased vehicles. Tenant(s) with out-of-state vehicles have (21) twenty-one days to purchase Minnesota license. All unauthorized vehicles will be towed at the owner’s expense.
  2. Parking or driving on the grass is prohibited, including vacant lots. Vehicles parked on the grass will be towed at the owner’s expense.
  3. No repairing or overhauling of vehicles is allowed. Vehicles on jacks or blocks will be towed immediately at the owner’s expense.
  4. Tenant(s) is expected to move vehicles for street repair and snow removal. If necessary, management will have vehicles towed at owner’s expense.
  5. Tenant(s) is responsible for snow removal from their parking area. Vehicles parked on the street during snow removal will be plowed around. Management does not go back and remove the snow when the car is moved.
  6. Obey the 5 mph speed limit that is set in the park.
  7. No semis or tractor/trailers are allowed in the mobile home park. Semis and tractor/trailers in the park are in violation of city code and will be towed immediately at the owner’s expense.
  8. These parking rules are setup for safety, emergency vehicles and convenience. Tenant compliance is mandatory and strictly enforced.

Section 4 – Pets

  1. Pets must be listed and approved on your lease application. There is a (2) two pet limit per home – no exceptions. Any new pets must be pre-approved. Any animal found in violation of the rules will be removed immediately.
  2. All pets must be leashed or in a small, management approved kennel at all times.
  3. Any animal left out in inclement weather (either hot or cold) will be reported to authorities. ZERO TOLERANCE!
  4. Dogs and cats must be licensed with the City of Detroit Lakes and have all vaccinations up-to-date. Proof must be made available upon request.
  5. Yards must be cleaned of animal waste daily and disposed of properly.
  6. Pit Bulls, Rottweilers, Dobermans and Dalmatians are not allowed in the park as pets or visitors.
  7. Tenant(s) is responsible for any damage or destruction caused by their animals and should take immediate action to clean/correct the problem. If Management has to clean up after a tenant’s pet, the tenant will be charged a $100.00 fee for the first offense, with each additional offense increasing.

Section 5 – General Rules

  1. Riverview Mobile Home Park has a ZERO TOLERANCE for any form of HARASSMENT.
  2. Riverview Mobile Home Park has the legal right to limit the number of persons permitted to reside in a mobile home. The limit is based on the size and number of rooms in the mobile home, and figures received from the City of Detroit Lakes and Fire Department.
  3. Tenant(s) is fully responsible for their children’s guest’s and pet’s actions and will be held accountable.
  4. Loud parties, radios, televisions, stereos, cars, barking dogs or other noise disturbances will not be tolerated. Complaints will be turned over to the police for prosecution.
  5. Drunkenness and other acts of immoral conduct will not be tolerated.
  6. Violations of city, county or state laws and/or ordinances are not allowed within the park and may be grounds for immediate eviction.
  7. The owner/manager of Riverview Mobile Home Park is not responsible for nor can he/she be held accountable for any loss or damage due to fire, theft, accidents or “Acts of God”.
  8. Management reserves the right to increase lot rent.
  9. Detroit Lakes Police Department and Becker County Sheriff Department have been instructed by management to patrol Riverview Mobile Home Park as they see fit.
  10. Documentation of tenant(s) violations will be kept on file. Repeat violations may constitute eviction from the park.
  11. Complaints must be in writing and delivered in person to the Park caretaker. A complaint must include: when, where, who and/or how.
